Background:
             
             The Municipal Reforms Cell (MRC) was created in 2005 under the Directorate of Municipal Administration, GoK, exclusively for implementation of computerization and other reforms in all the Urban Local Bodies of Karnataka. These reforms are being implemented in selected 49 ULBs of Karnataka under Asian Development Bank funded "Nirmala Nagar Project" and in the remaining 165 ULBs under World Bank funded "Karnataka Municipal Reforms Project". The Municipal Reforms Cell is headed by Joint Director who is of Senior Scale KAS Cadre.

            The Directorate of Municipal Administration, GoK with the assistance of MRC has launched e-Governance reforms in Urban Local Bodies to bring in transparency in administration, accountability and better municipal citizen interface. Computerization of municipal functions involves following activities:

Phase-I

• ULB Website
• Public Grievance and Redressal System
• GIS based Property Tax Information System(Schematic GIS)
• Double Entry Accrual based Accounting System
• Birth & Death registration & certification System

Phase-II

• Water Tax
• Trade Licence
• Ward Works

Need for Computerization of Municipal functions : 

          To bring about better governance in Urban Local Bodies (ULB) through the use of technology and Govt. Process Reengineering. It focuses on creating robust database of records in various departments like revenue, engineering, accounting, health etc and has the day-to-day administration of the ULB based on accurate data, well defined processes and more efficient service delivery to citizens by using IT/Communication tools and technologies.

Objectives:

•  To create eGovernance Software Platform for improving the governance of the ULBs.
• To create GIS based Property Tax Information system to enhance and augment tax collection and make the ULBs self sustainable.
•  To bring in web-based modern accounting system in Municipal Governance.
•  To computerize Birth and Death registration and certification.
• To introduce PGR–Citizen friendly complaint registration and tracking system that functions over internet, Phone and Paper form and to track status through complaint ID.
• To enable the Citizens and other city stakeholders to understand the city’s problems better and constructively participate in the governance of the ULB.
•  To create a map linked data base of properties in the ULB
•  To create an interface for public to retrieve certain useful information.
• To ensure availability of data for all the Government departments to use it for further value addition. • To bring transparency into affairs of ULBs and make them more accountable
